Part II describes the development of a restructuring proposal and addresses the 11 required elements of such a proposal, including description, representation, local boards, municipal services, financial issues, by-laws, transitional issues, and boundaries. A sample proposal is included for illustration. The third part contains instructions for submitting a restructuring proposal to the Minister of Municipal Affairs & Housing.
