The United States confronts the most challenging strategic environment since the Cold War, with simultaneous threats across the Indo-Pacific, Europe, and the Middle East and a growing partnership among China, Russia, Iran, and North Korea. The nation's ability to deter major aggression and win military conflicts has severely eroded. In this report, the Commission on the National Defense Strategy recommends a sharp break from the current U.S. strategy and the U.S. Department of Defense's way of doing business in favor of an integrated all elements of national power approach to national security that combines innovative technology and operational concepts, military power, and all forms of U.S. strength. The Commission proposes a Multiple Theater Force Construct that reflects the global nature of the threat. The Commission argues that the Joint Force should be able to defend the U.S. homeland and, together with allies and partners, effectively respond to simultaneous challenges across the Indo-Pacific, Europe, and the Middle East. Implementing an all elements of national power approach will require more-effective coordination across government, partnerships with the private sector, an informed public, and enhanced alliances. The U.S. government must spend smarter and spend more, including immediate investments in capacity while increasing annual spending to put defense and other components of national security--including the departments of State, Commerce, and Treasury; intelligence, trade, and investment agencies; the U.S. Agency for International Development; and the Department of Homeland Security--on a glide path to support efforts commensurate with the national effort during the Cold War.
