Written for senior health administrators and teachers of health personnel in developing countries, the purpose of this book is 2-fold: 1) to show the role that the senior health administrator can plan in reorienting national planning in the directions indicated by the World Health Assembly; and 2) to show some of the implications for the planning and administration of health services. Discussion focuses on health policy and national planning (the inequity of past development, health and development, economic growth and national planning, and planning national health policy); and 2) the economics of health services (the analysis of health service expenditure, the financing of health services, cost-benefit and cost-effectiveness analyses, and low cost services). In that poverty is a major cause of low health standards, the health administrator needs to participate in plans to combat poverty and to identify those aspects of poverty that are of special importance for the health of the population. The health administrator will be concerned about any aspect of a national plan that may have an unfavorable effect on health standards. If the health administrator is to fully participate in national planning, he or she requires some knowledge of economic reasoning and of the economic concepts used in planning. The plan for health services must form part of the larger plan for use of the entire nation's resources. Tools of economic analysis can be used to find ways of achieving health service objectives with less use of resources or of achieving better results from the same quantity of resources.
