Variation in the Cost and Use of Winter Home Heating Among the Independently Elderly

The general objective of the research in this volume is to determine whether there is a need for direct government intervention in subsidizing home heating use for the elderly. The report first reviews current literature related to the issue of winter home heating affordability & use by the independent elderly. From this review, several hypotheses are formulated for subsequent empirical analysis. The next chapter describes a sampling & survey procedure used in the analysis. The survey examined living circumstances, winter home heating costs, and income among the independent elderly in Waterloo, Ontario. This is followed by a description of the socio-economic characteristics of the sample group & a control group and the empirical analysis of the hypotheses. The report concludes with a summary of the major findings and some policy recommendations concerning winter home heating among the elderly. The appendix includes an outline of federal & provincial programs that assist the elderly.
