Several classes of pure or mixed integer linear programs can be successfully solved by branch-and-cut algorithms. The purpose of this paper is to present the penalty cut, a simple optimality cut of general applicability in integer programming. It is easy to derive and can be applied to both pure and mixed integer linear programs. A numerical example is provided of the use of the penalty cut, and computational results are presented to show how the proposed penalty cut compares with Gomory cuts. The computations involve capacitated plant location problems.
