The Development of a Canadian Oil-spill Countermeasures Training Programme

This report discusses four phases of a project conducted to develop a program to train oil industry personnel who have countermeasures responsibilities with respect to oil spills on Canada lands. The focus is on marine oil spills of major proportions and on the response training needed for these. The first phase of the project identified the exact training needs for the Canadian offshore oil industry in terms of spills of concern, who needs training, and specific subjects of that training. This phase was based on interviews with oil company environmentalists and analyses of oil spill contingency plans. The second phase involved evaluation of existing courses to identify those which satisfy the identify training needs identified in the first phase. The third phase involved development of a detailed curriculum for a proposed Canadian Oil Spill Training Programme. Detailed course outlines for each new course are provided which serve as a framework for the actual development of the courses. The final phase provided a summary and recommendations on program implementation, course delivery, and other future requirements.
