Enhancing Food Safety and Productivity

This paper examines the factors contributing to, or impeding, the adoption of advanced technologies in the Canadian food processing sector. The paper focusses first on whether technology is primarily aimed at enhancing food safety as opposed to improving productivity. It investigates the relationship between the number of advanced technologies that are adopted and the importance of a set of associated benefits, ranging from improvements in productivity, product quality, or regulatory compliance. The analysis also examines which of these benefits is more closely associated with greater use of advanced technologies. Impediments to advanced technology adoption are evaluated in six categories: costs, financing, management deficiencies, human resource problems, lack of external support, and problems related to government policies. The paper also studies other characteristics related to technology adoption, after controlling for the importance of the benefits & impediments noted above. Characteristics investigated include plant size, foreign versus domestic control, primary versus secondary processing, and industry of location.
