He then addresses the nature, origin and development of law, representative institutions and organic law as embodied in the U.S. Constitution, constitutional conventions and statute law. Luce [1862-1946] was a member of the Massachusetts General Court, Lieutenant-Governor of Massachusetts and a member of the U.S. House of Representatives. An expert on legislative government, he was also a member of the Massachusetts Constitutional Convention of 1917-1919.
