"Since its original publication in 1960, this book's bold criticism of water policies and laws have interested the thoughtful citizen, and its practical suggestions have proved instructive to political authorities, lawyers, and other professionals in the field. Contrasting two techniques of meeting water demands -- improvement in allocation of existing water supplies and development of additional supplies -- the author reached many highly controversial conclusions ; for instance that water supply in this country is typically underpriced and overbuilt, that much too low an interest rate is commonly used in project evaluation studies, and that the current trend of legal "reform" of legal "reform" toward abolition of property rights in favour of centralized planning of water use may be ill-advised. During 1966, the authors had the opportunity to take a second look at water developments in their two major case- study areas -- New York City and southern California. The interval, an eventful one in both aras, cast considerable light upon the authors earlier evaluations and recommendations. Their findings are discussed in this edition. - Publisher.
