It has been noted and reported that since 2009 and even in 2023, the homeless population in California has (Surged) by an (Astonishing 42%) and is still growing.

 How could one of the richest states in the nation have over 160,000 homeless people sleeping on the streets in tents, open areas, overpasses, moving automobiles and parks, empty/vacant lots and buildings as well as shelters?
